On February 15, 2026, an individual identified as Justin Jamal Williams [DOB REDACTED], hereinafter “Defendant,” entered the Nordstrom Rack Store located at [ADDRESS REDACTED], Apple Valley, MN 55124. Defendant was observed by staff taking multiple items of clothing from the store’s racks and shelves and placing them in a duffel bag. Defendant then walked out of the store without paying for the items, which were valued at $179.91. On February 16, 2026, Defendant again entered the same Nordstrom Rack location and again was observed taking multiple pieces of clothing, placing them in his duffel bag and exiting the store without paying for the items.
Shortly thereafter Defendant was apprehended by law enforcement. Defendant’s duffel bag was searched and was found to contain multiple items from Nordstrom Rack with their tags, hangers and security sensors still attached. The total value of the items taken by Defendant from the Nordstrom Rack store that day was $384.81. The total value of the items taken by Defendant from Nordstrom Rack on February 15 and 16 was $564.72. Defendant has a previous conviction for Felony Theft in Court File No. 27-CR-21-19554. Defendant currently has multiple active warrants in other cases.
See 27-CR-26-1201, 27-CR-25-32120, 62-SU-CR-25-4594, 27-CR-25-25426 and 27-CR-25-23955. As such, the State respectfully requests the Court issue a warrant for Defendant’s arrest, as it appears to be unlikely that Defendant will appear for Court willingly.
