On April 14, 2026, officers of the Rosemount Police Department were dispatched to a local business in the City of Rosemount, Dakota County, Minnesota, for a request to trespass a customer from that business. Upon arrival, officers spoke with an employee of the business who reported that multiple individuals had been observed and believed to have stolen merchandise by throwing it over a fence on the property. An officer approached the individuals and identified them in order to trespass them and one of the individuals identified themself as “Kevin.” During this process, an officer noted that this individual had a firearm in his front waistband.
The officer removed the firearm and determined that it was a silver revolver with a brown handle and was loaded with.22 caliber bullets. Officers completed a search of this individual and recovered a small glass pipe with burn marks and several social security cards and a debit card that were determined to not belong to him. Officers then utilized a mobile fingerprint scanning device and identified “Kevin” as Evaristo Melendez, born March 6, 1977 and determined that he was wanted for a parole violation in New York State.
Officers read Melendez a Miranda warning and Melendez stated that he did not wish to speak with officers. Melendez then stated that he was looking for parts and found the gun in the back seat of a vehicle. Officers determined that Melendez was convicted of multiple prior offenses including: Felony criminal sale of a controlled substance in the third degree in violation of PL 220.39, subdivision 01 in Bronx County Supreme Court, State of New York, file 00343-2001 with a disposition date of March 14, 2001. Felony criminal possession of a weapon, 2nd degree, loaded weapon in violation of 265.03, subdivision 02, in Bronx County Supreme Court, State of New York, file 05827-2002 with a disposition date of November 7, 2003.
