On February 20, 2026, at approximately 12:07 A.M., officers with the Inver Grove Heights Police Department were dispatched to a driving complaint. Officers received information that an individual was leaving an adult entertainment establishment located on the 6600 block of River Road, Inver Grove Heights, Dakota County, Minnesota. The reporting party indicated that the individual was leaving in a motor vehicle and believed to be intoxicated. The officers located the vehicle shortly thereafter and followed it as it turned into a gas station.
The officers then initiated a traffic stop. After the vehicle stopped at a gas pump, the driver exited the vehicle. The officers spoke with the driver about the complaint. Meanwhile, an assisting officer approached the vehicle on the passenger side and spoke with a male passenger sitting in the front passenger seat. The male passenger, later identified as WALLACE EARL DORSEY [DOB REDACTED], was the only occupant of the vehicle at that time. The officer asked DORSEY for identification because he was not wearing a seatbelt.
DORSEY handed his identification to the officer as requested. While standing next to the front passenger door, the officer observed a baggie in DORSEY’s wallet. The officer recognized the baggie as an item commonly used to packaged controlled substances. The officer asked DORSEY if he could see the baggie to confirm his suspicion. DORSEY fumbled with his wallet and denied that it contained a baggie. The officer asked DORSEY if he could inspect the wallet. DORSEY refused. DORSEY turned his body as if to look backwards towards the driver who was performing field sobriety tests.
As his did, the officer saw a baggie from out of the wallet and onto DORSEY’s lap. The officer noticed that the baggie contained a substance. The baggie then fell onto the floorboard. The officer opened the front passenger door, saw the baggie, retrieved it, and arrested DORSEY. After the driver was arrested for suspicion of driving while impaired, an inventory search of the 2 19HA-CR-26-309 Filed in District Court State of Minnesota 3/5/2026 vehicle was conducted. A second baggie containing a substance was located under the front passenger seat.
The substances inside each baggie field tested positive for the presence of cocaine, a Schedule II controlled substance. The substance inside one baggie weighed approximately 0.6 grams. The substance inside the other baggie weighed approximately 0.6 grams.
