On 2/25/2026, at approximately 2212 hours, Crosby Officers Huesmann Booth were dispatched to a report of an active domestic at a residence located on 1st Street, North East, in the City of Crosby, Crow Wing County. The report indicated that the male subject identified as Jeffrey Blaine Kowalke [DOB REDACTED] was out of control, destroying items in the house and the reporting party/victim, PLK (fully identified in police reports) was barricaded and hiding in a locked bathroom for safety. PLK is the mother of Kowalke and the owner of the residence.
Officers responded and upon arrival, Officer Huesmann observed a closed porch door, but an open house door inside the porch with the lights on. Officer Huesmann announced his presence and made entry. Officer Huesmann observed the house to a complete mess with furniture, trash, household items, tables, flipped over and covering the floors. Officer Huesmann observed liquid and broken glass shards all over the floors. Officer Huesmann did not locate anyone inside the house, but overheard Officer Booth outside the residence at the side of the house giving loud verbal commands.
Officer Huesmann exited the house and observed Officer Booth giving verbal commands to Kowalke to turn around and face away for handcuffing. Kowalke was moving very slowly towards Officers and was not immediately complying with officers instructions, but officers were able to secure Kowalke. Officer Huesmann located a large hammer on the ground near where Officers placed Kowalke into handcuffs. Officer Huesmann then entered the residence and began checking the house for PLK. Officer Huesmann had Crow Wing County Dispatch advise PLK that it was safe to come out.
PLK then exited a bathroom from upstairs and came downstairs. Officer Huesmann observed the stairwell to be blocked off by a trash can and other items. PLK stated Kowalke put these items there to block her upstairs and prevent her from coming downstairs. Officer Huesmann observed PLK to be crying heavily, very red face, and stuttering when speaking due to her emotional state of mind. PLK explained that Kowalke had been drinking all day and his behavior was getting progressively worse since she arrived home this afternoon, and he began destroying items, trashing the house and became out of control.
PLK stated that Kowalke was yelling and screaming in her face, using profanity at her, and hitting the ceiling with items as well. PLK stated Kowalke's actions caused her to fear for her safety and her dogs safety. PLK also stated Kowalke made a threat to her to the effect of, "if you come down here, I'm going to take care of you" while she was hiding upstairs and he was downstairs. PLK stated Kowalke was holding some type of large drywalling tool in his hands when he made this threat. Officers placed Kowalke under arrest and transported him to the Crow Wing County jail.
