During the months of December 2025 and January 2026, police obtained social media records for high school student Eddie Cotorra Valencia, [DOB REDACTED], in connection with a criminal sexual conduct investigation involving a minor female (Victim 1). While reviewing Cotorra Valencia’s social media records, a detective observed three videos appearing to have been recorded and sent out by Cotorra Valencia, on July 26, 2025, to a person known to be a friend of Cotorra Valencia. In one of the videos Cotorra Valencia appears to grab at a female’s (Victim 2’s) face and near her waistband as she turns her head and hits his hand away while saying “fu** no”. In the next two videos, Cotorra Valencia appears to engage in sexual penetration with this same female, while in the backseat of his vehicle.
In one video a female is shown face down while Cotorra Valencia sexually penetrates her. In a second video, what appears to be the same female, is on her back and her face, breasts and vagina are visible in the video. In an attempt to identify the female in the videos, an officer showed Victim 1, the video where Victim 2 is fully clothed and saying “fu** no”. Victim 1 positively identified Victim 2 by name. Victim 2 was 15 years old in July 2025. Cotorra Valencia was 17 in July 2025. A police officer reached out to Victim 2’s mother to speak with Victim 2 but Victim 2 was not available that day due to a school event.
Before the officer was able to speak with Victim 2, Victim 2 reached out to Victim 1 and told her that Victim 2 had been sexually assaulted by Cotorra Valencia. Victim 2 agreed to speak with the officer. She explained that she and Cotorra Valencia met in September 2024, and first hung out together at her parent’s home in Rosemount. She stated they had made plans to hang out, but she then fell asleep. While Victim 2 was sleeping, Cotorra Valencia entered Victim 2’s residence through a basement window.
Victim 2 awoke to Cotorra Valencia crawling into bed with her. They began doing things together on the bed and Cotorra Valencia took of video on his cellphone. He wanted to video them having sexual intercourse and her performing oral sex on him. She told him to turn off the video as she did not want the sexual encounter to be video recorded. She agreed to do what he wanted if he stopped recording. However, Cotorra Valencia continued to video recording their sexual encounter. In March 2025, Cotorra Valencia reached out to Victim 2 using a spoofed number.
They met up in late March 2025, after he persistently insisted they meet up. They met up in parking lot in Rosemount and 2 19HA-CR-26-822 Filed in District Court State of Minnesota 6/11/2026 she was in passenger seat and they were talking. She was clear with him she did not want to do anything and had told him no. He took her phone and keys. Approximately a week later, Cotorra Valencia told her they needed to meet up and it was urgent as he might be in trouble. She met him in a parking lot of a restaurant and got into his vehicle.
