On March 31, 2026, officers with the West St. Paul Police Department were on routine patrol responding to a stolen vehicle that had been recovered at an address on Wyoming Street East in the City of St. Paul, County of Ramsey, Minnesota, within 1500 feet of the Dakota County line. Across the street from the stolen vehicle, officers observed a male sleeping behind the wheel of a different vehicle. This vehicle was parked at a residence known to law enforcement to be where Shane Thomas Lloyd, [DOB REDACTED], hereinafter Defendant, resides.
Officers believed Defendant had active warrants for his arrest and confirmed with dispatch that there were active warrants for Defendant’s arrest. Officers verified Defendant’s photograph and confirmed that the male sleeping inside the vehicle was Defendant. Officers woke Defendant and placed him under arrest for his warrants. During Defendant’s transport to the Dakota County Jail, Defendant informed officers that he believed he had narcotics in the small pocket inside the front pocket of his jeans.
At the jail, officers searched Defendant’s front pocket and removed a clear plastic baggie containing a white crystalized substance and a $1.00 US bill containing a white and brown crystalized substance. The substance from the baggie was NIK-tested and came back positive for methamphetamine with a net weight of.17 grams. Defendant was previously convicted of felony fifth degree drugs in Dakota County court file number 19HA-CR-24-1724 in January 2025.
