Victim 1 reported a mail theft that occurred on April 18, 2025, at a housing complex in Eagan, Dakota County, Minnesota. On April 18, 2025, Victim 1 received an alert from Amazon confirming the delivery of her package to the lobby of the building. Approximately 2 hours after delivery, Victim 1 went to retrieve the package, and it was no longer there. Later, Victim 2 also reported having a package stolen from the same location that weekend. Law enforcement reviewed surveillance footage from the building and observed a male, later identified as ANDREW CHARLES BJORKSTRAND [DOB REDACTED], enter the building and retrieve numerous packages from the deposit area.
BJORKSTRAND then took the stolen packages to the parking garage and entered a red Chrysler Town and Country bearing MN License CMN-189. The vehicle which was driven by DANIEL CURTIS RAMIN [DOB REDACTED] then exited the parking garage with the stolen packages. Surveillance video shows that when the suspect vehicle initially arrived at the garage, it parked in the carwash bay and both occupants exited the vehicle. While BJORKSTRAND was in the building picking up packages, RAMIN washed the suspect vehicle.
Multiple times while washing the vehicle, RAMIN deliberately sprayed the surveillance camera with the hose in an apparent attempt to either conceal his identity or lessen the camera’s effectiveness.
