Back in 2025, Eagan Police Investigators reviewed reports and video surveillance footage regarding a group of individuals who were going to various Walgreens across the metro area stealing cosmetic items. Through their investigation they learned of 14 incidents that occurred between June 12, 2025, through June 24, 2025. The incidents are as follows: June 12, 2025 1. Rogers Walgreens, 21495 141st Ave N., cosmetic merchandise totaling $629; 2. Maple Grove Walgreens, [ADDRESS REDACTED] 30, cosmetic merchandise totaling $4,892; 3. Elk River Walgreens, [ADDRESS REDACTED] NW, cosmetic merchandise totaling $1,625; June 13, 2025 4. Blaine Walgreens, [ADDRESS REDACTED] NE, cosmetic merchandise totaling $1,471.31; June 15, 2025 5. Apple Valley Walgreens, [ADDRESS REDACTED], cosmetic merchandise totaling $4,186.34; June 18, 2025 6. Oak Park Heights Walgreens, [ADDRESS REDACTED] N, cosmetic merchandise totaling $2,481; June 19, 2025 7. Sartel Walgreens, 1100 2nd St S, cosmetic merchandise totaling $2,541; 8. Sauk Rapids Walgreens, 115 2nd Ave N, cosmetic merchandise totaling $1,185; 9. St. Cloud Walgreens, [ADDRESS REDACTED], cosmetic merchandise totaling $2,586.97; June 21, 2025 10. Chaska Walgreens, [ADDRESS REDACTED], cosmetic merchandise totaling $1,134; June 22, 2025 2 19HA-CR-26-694 Filed in District Court State of Minnesota 5/18/2026 11. Cottage Grove Walgreens, [ADDRESS REDACTED] S, cosmetic merchandise totaling $1,981; June 23, 2025 12. Maplewood Walgreens, [ADDRESS REDACTED], cosmetic merchandise totaling $2,454; 13. White Bear Lake Walgreens, [ADDRESS REDACTED], cosmetic merchandise totaling $2,233; June 24, 2025 14. Eagan Walgreens, [ADDRESS REDACTED], totaling, cosmetic merchandise $1,150. The total amount of loss is $30,549.62. Investigators reviewed the reports and video surveillance footage from each of these incidents, which showed an adult female existing a vehicle and entering the store alone.
Shortly after, an adult male and three minor [NAME REDACTED]. As the adult female loads unpaid cosmetics into a bag, the adult male and the children acted as lookouts. The adult male then distracts employees in the front of the store as the adult female leaves the store with the unpaid cosmetics. The adult male and the children then leave the store without making any purchases. The adult female, adult male, and the children leave together in the vehicle. Investigators issued a KOPS alert for the vehicle used in these incidents and the vehicle was located on July 1, 2025, in Minnetonka.
Inside the vehicle were two individuals, matching the descriptions of the individuals in the video surveillance footage. The adult female was identified as MIHAELA BOCEANU [DOB REDACTED] and the adult male was identified as MARIN ALBERTIN FOTA [DOB REDACTED]. Inside the vehicle were also three minor children. BOCEANU and FOTA were arrested and subsequently deported outside the United Stated in September of 2025. However, State is respectfully requesting a nationwide warrant to ensure their appearance should they re-enter the United States.
