On October 13, 2025, Dakota County Dispatch received 5 calls between 4:40 P.M. And 5:00 P.M. And then 3 more between 9:30 P.M. And 9:38 P.M., all from the same individual. Due to the threatening nature of these calls, the Dakota County Sheriff’s office became involved. The caller, later identified as JOSHUA EDWARD BOUCHARD [DOB REDACTED], the Defendant herein, was refusing to identify himself, saying his information was protected by the 4th amendment. The Defendant was not reporting any emergency when calling 911, and instead asking to speak to Eagan officers and continuously cursing at and belittling the dispatchers.
The Defendant called the dispatchers “nazi terrorists,” “retards,” and “communists.” More specifically, in the 4th call, at 4:57 P.M., the Defendant told the 911 supervisor: “Your policies are going to get yourself killed. Just like your DRE officer followed policy and got that man killed.” I am just going to keep calling back you f****** terroristic c**t, how’s that? I might just even drop off a bomb in your department, how’s that? You want to keep going? I will do this all f****** night you little horrible little skank ass b****.” The Defendant goes on to call her a variety of other names including the n word, telling her that she is probably apart of hamas.
The Defendant then says, “maybe I will drop off a couple more bombs.” Later, in a separate call at 9:31 P.M., the Defendant calls in and tells dispatch, “I planted a couple bombs at your police station and dispatch.” As a result of the Defendants comments, a bomb sweep was conducted at both Eagan Police Station and Dakota County Dispatch. After the Defendant was identified as the caller, an investigator called him. The Defendant provided his name and phone but denied making threats. The Defendant’s voice matched the 911 recordings.
The Defendant called the investigator a “communist”, accusing him of “self-interest” in similar ways to the 911 calls. Through their investigation, deputies learned that the Defendant has called both Connecticut State Police as well as police in Fort Kent, Maine making threats and using similar language. Police in Fort Kent, Maine have received several calls from various agencies around the country about the Defendant making threats.
