This case involves a minor.
On January 20, 2026, a detective with the Inver Grove Heights Police Department received a CyberTip from the Minnesota Bureau of Criminal Apprehension (BCA) and National Center for Missing and Exploited Children (NCMEC) regarding Child Sexual Abuse Material (CSAM) uploaded to a residence in Dakota County. The BCA obtained subpoenas for the accounts used to access the CSAM and identified the suspect to be Shane Allan Herman [DOB REDACTED], “Defendant” herein. Officers obtained a search warrant of Defendant’s residence, which was executed on January 28, 2026. Officers seized Defendant’s devices, and obtained a second warrant for the contents.
In his statement to police, Defendant admitted to possessing and viewing the CSAM. The Dakota County Electronic Crimes Task Force conducted an extraction and examination of the contents of Defendant’s electronic devices, finding 11,565 suspected CSAM and Child Sexual Exploitation Material (CSEM) images. Defendant’s devices also revealed emails in which he expressed the desire to commit sex crimes on young girls and infants. On Defendant’s devices, law enforcement discovered 148 images downloaded into a folder on September 11, 2025. One image depicts a prepubescent female laying naked on her back with her legs spread while being ejaculated on.
A second image depicts a prepubescent female digitally penetrating herself while sitting on an adult male’s lap. A third image depicts a prepubescent female intentionally exposing her vagina and anus. A fourth image depicts an adult hand touching an infant female’s vagina. Defendant possessed all of these images on January 28, 2026, as well. On March 5, 2026, the detective received another tip from NCMEC indicating that Defendant obtained additional CSAM on February 24, 2026, after the search warrant was executed.
Given Defendant’s ongoing conduct and the comments discovered on his devices, the State requests a complaint warrant be issued for public safety.
