On May 6, 2025, officers learned Child A, a juvenile female under the age of 14, had run away from her residence in the City of Rosemount, County of Dakota, State of Minnesota. Child A was located nearby by law enforcement. Child A’s parents reported Child A was leaving the residence on May 3, 2025, and returned home on May 6, 2025. During that period, Child A’s parents learned an adult male may have had sexual contact with Child A. Child A’s parents believed Child A was actively deleting social media interactions with the male from her phone.
Child A’s parents were able to produce a photograph of the person they believed to have had sexual contact with Child A. Officers learned Child A had been at a friend’s residence throughout the weekend. Officers were able to confirm by witnesses present that the same male also went to the residence. Officers were able to confirm that Child A was alone with the male. In the following months, Child A’s parents called to report that Child A had been caught alone with the male, including partially clothed in a bedroom.
Officers attempted to locate and detain the male. Each time, the male fled from law enforcement. Officers also learned the same male was attempting to sell THC products to juveniles in the area. Through further investigation and observations of the male while fleeing officers, officers were able to identify the male as Michael Valentine Brown-Baez, [DOB REDACTED], defendant herein. Officers were also able to identify the Snapchat handles of defendant and Child A. Officers obtained a search warrant for all chat history between defendant and Child A. The conversation history included the following: On 4/23/25: Child A tells defendant she is 13 years old.
Defendant tells Child A that he is 20 years old. On 4/24/25: Defendant askes Child A if she is trying to get “f*cked.” Child A tells defendant to bring condoms. On 5/1/25: Defendant and Child A recap having sexual intercourse and how it made them feel and how excited they are to have sexual intercourse again. On 5/6/25, after Child A’s mother reports defendant to police a discussion is had about deleting photos and running from police. 3 19HA-CR-25-2032 Filed in District Court State of Minnesota 11/25/2025 On 5/25/25: Defendant and Child A discuss future sexual encounters, including performing oral sex.
Despite active efforts to locate defendant, defendant’s whereabouts are unknown. Defendant is believed to be unhoused and in the City of Minneapolis. Defendant has consistently fled officers when located with Child A. Child A is believed to be with defendant for several days at a time and rarely is located with her family. Officers have continually attempted to schedule and conduct a forensic interview with Child A to further investigate the above events. While defendant has remained out of custody, Child A has repeatedly changed her mind and failed to discuss the extent of her involvement with defendant.
