Probable Cause
On January 8, 2026, at approximately 9:43 P.M., an officer with the South Saint Paul Police Department saw a male walking in the area of Marie Avenue and 9th Avenue, South Saint Paul, Dakota County, Minnesota. The officer believed the male was STACY BLAIR PEPER [DOB REDACTED]. The officer ran PEPER’s information and learned he had an active warrant. The officer approached PEPER and asked him for his name. PEPER replied verbally with his first name. The officer informed PEPER he was under arrest. The officer handcuffed PEPER. During the arrest process, when asked, PEPER admitted that he had methamphetamine in his pocket.
During a search of PEPER’s person incident to arrest, the officer located a tin can in PEPER’s pocket. The can heled a baggie containing a substance. The substance later field tested positive for the presence of methamphetamine, a Schedule II controlled substance, and weighed more than 1.0 grams.
