On April 4, 2026, officers were dispatched to an address on West Burnsville Parkway in the City of Burnsville in Dakota County on a medical call. The reporting party Donyale Lature Rosenbloom (DOB: 09- 07-1971), hereinafter “Defendant,” reported experiencing chest and abdominal pain and appeared intoxicated while on the phone with law enforcement. At the scene officers were able to locate Defendant and help him to an ambulance so that he could be taken to the hospital. However, while en route to the hospital Defendant was speaking with a paramedic, M. P. S., an adult man fully identified in police reports, hereinafter “Victim,” and began making threats to him.
Defendant specifically told Victim [NAME REDACTED] could make a phone call and have people come and shoot up the ambulance he was in. He then took out his cell phone and began searching through it. Victim then tried to de-escalate the situation and redirect Defendant on to other topics. Victim [NAME REDACTED] could follow through on his threats because while they spoke Defendant repeatedly cut Victim off, indicated that he is a “killer,” and stated that he owned weapons. Upon being made aware of these threats, officers attempted to locate and detain Defendant but were unable to do so.
Due to the nature of the threats made by Defendant, as well as Victim’s concern that Defendant could follow through on them, the State respectfully requests that a warrant be issued for Defendant’s arrest.
