On December 24, 2025, Officers were dispatched to a store (herein, “Store 1”) located within the Eagan Outlets Parkway Mall in Eagan, Dakota County, Minnesota, on report of a theft in progress. The reporting party was an employee of Store 1. The reporting party stated that a female suspect had just stolen three pairs of sunglasses from Store 1 and was leaving Store 1 and hiding in another nearby store, (herein, “Store 2”). The suspect was described as a white female wearing a black jacket, black pants, white shoes, black hair with blonde highlights, and wearing black eyeshadow.
The employee from Store 1 explained that the suspect woman went into Store 1 and was looking at three different pairs of sunglasses. The employee observed the suspect woman leave the store with at least one pair of sunglasses in her hand, without having paid for them. It was at that point that the employee from Store 1 followed the suspect woman as she went into to Store 2 and then they called 911. The employee from Store 1 observed the suspect woman squatting between the aisles in Store 2, appearing to be placing items into shoeboxes that were for sale in Store 2. Employees from Store 1 were able to show law enforcement the location of the three sunglasses they believed the suspect woman stole from in Store 1. Two tags from the sunglasses they believed were stolen from Store 1 were found to be removed and located near a shelf where one of the sunglasses had been taken from.
Officers located the suspect woman in Store 2. She was identified as JESSICA LOUISE BURDGE [DOB REDACTED]. When the officers attempted to place BURDGE into custody, she repeatedly failed to comply with their demands. Officers had to tell BURDGE to stop “pulling away” multiple times. BURDGE would twist her body and pull her limbs out of the grasp of the officers to resist arrest. BURDGE denied stealing anything. During a search incident to BURDGE’s arrest, officers located one pair of sunglasses from Store 1 in BURDGE’s left jacket pocket.
The two additional sunglasses from Store 1 were located inside a shopping bag that BURDGE was carrying as well. The three sunglasses from Store 1, in total, were worth approximately $780. While searching BURDGE and the items she was carrying, officers also located brand new clothing and items that it did not appear that BURDGE had receipts for. One store, (herein, “Store 3”), confirmed that BURDGE was seen inside the store within the last hour and that some of the items found on her person and in her belongings were from Store 3. Specifically, of the items recovered off BURDGE’s 2 19HA-CR-25-2167 Filed in District Court State of Minnesota 12/26/2025 belongings upon her arrest, approximately $221.24 worth of unpaid merchandise was from Store 3.
