Probable Cause
On March 18, 2026, at 11:07 P.M., a West St. Paul officer was on routine patrol on Robert Street in the city of West St. Paul, Dakota County, MN. The officer observed a male, Defendant ANDREW LEE DAVIS [DOB REDACTED], on the sidewalk that the officer recognized from several prior incidents. Defendant had two carts full of personal items with him. The officer ran Defendant’s information and found that Defendant had active warrants for his arrest. The officer activated his squad’s back-facing emergency lights and exited his vehicle.
The officer arrested Defendant. In a search incident to arrest, officer located a small plastic baggie containing what appeared to be methamphetamine. A small vial containing a similar substance and a bubble pipe with residue. The items were seized and placed into evidence. Dispatch confirmed the warrants. Defendant was transported to the Dakota County Jail The Dakota County Drug Task Force NIK tested the suspected substances. The substance in the plastic baggie tested positive for methamphetamine and weighed.96 grams.
