On January 26, 2026, a concerned citizen reported a vehicle was travelling slowly, almost hit another vehicle, and flipped around in the middle of traffic while driving in the City of Farmington, County of Dakota, State of Minnesota. Dispatch obtained the make/model of the vehicle and the license plate. Officers located the vehicle at a nearby gas station. The vehicle was running and a male, later identified as Travis J Brown, [DOB REDACTED], defendant herein, was slumped over in the driver’s seat.
Officers attempted to ask defendant questions about the driving complaint. Officers immediately smelled the odor of alcohol and observed alcohol bottles in plain view, including the center console. Officers learned defendant’s driver’s license was cancelled IPS. Officers asked defendant to complete field sobriety testing. Defendant refused. Officers attempted to place defendant under arrest. Defendant refused to follow commands and pulled away from officers. Defendant was eventually taken to the jail.
Defendant was read the implied consent advisory and given attorney time. Within two hours of his arrest, defendant submitted to a breath test. His BAC was.28. Defendant has the following prior convictions: GM-DWI- Refusal in Scott County Court File 70-CR- 24-4985 (convicted 6/11/25), GM-DWI- Refusal in Washington County Court File ••-CR-••-•••• (convicted 6/13/2020), and GM-DWI in Washington County Court File ••-CR-••-•••• (convicted 12/4/2021).
