On November 2, 2025, at 12:33 A.M., a West Saint Paul police officer was on routine patrol in the City of West Saint Paul, Dakota County, Minnesota, when he observed an individual, later identified as the above-named defendant., Demetrius Durand Disean Plunkett, riding a bicycle northbound in the southbound lane of traffic on Robert Street. As the defendant got closer to the officer’s patrol car, the defendant began riding his bike on the sidewalk on the west side of Robert Street. The bicycle did not have a white light on it.
The sun had set already on November 1, 2025, and had not yet risen on November 2, 2025. The officer stopped the defendant on the west sidewalk just north of the intersection of Robert Street and Moreland Avenue. The defendant identified himself to the officer as Desean Walker ([DOB redacted]) and that he had a Minnesota State I. D. At one time. The officer could not locate anybody by that name in the Minnesota State Identification database. The defendant again identified himself as Desean Walker [DOB REDACTED]. The defendant was then identified by his fingerprints as the defendant.
The officer learned the defendant had a warrant out for his arrest and placed him under arrest on the outstanding warrant. The officer searched the defendant incident to arrest. In the defendant’s outermost right jacket pocket the officer located a plastic container with a black top. Inside of the container were pieces of a crystalized substance. The crystal substance was preliminarily tested, and the test indicated the presence of methamphetamine, and it weighed 6.99 grams.
