On May 8, 2025, at 4:55 P.M., an Apple Valley Police Officer was on routine patrol southbound on Cedar Avenue from 147th Street West, in the City of Apple Valley, Dakota County, Minnesota, when he observed an individual later identified as Shawn Dovall Jenkins, the above-named defendant, walking eastbound across the southbound lanes of traffic on Cedar Avenue. The traffic was very heavy at this time of day. The officer activated his patrol car’s emergency lights in an attempt to stop the defendant.
The defendant then began running westbound on Cedar Avenue to the southwest corner of Cedar Avenue. The officer drove northbound on the west side sidewalk of Cedar Avenue. A second officer drove southbound on the sidewalk. The defendant then hid behind a retaining wall and then reemerged without the backpack he had been carrying. The defendant then walked back and stood in between the two officers. The officers located controlled substances in the backpack the defendant had been carrying and discarded behind the retaining wall and placed him under arrest.
They also learned there was a sign and release warrant out for the defendant. The defendant was searched incident to arrest. Inside a sling the defendant was carrying, the officers found 1.33 grams of methamphetamine. The preliminary test showed the presence of methamphetamine. The defendant admitted there was a little methamphetamine left in a bag inside of the sling that he was carrying.
