On March 19, 2025, officers with the Inver Grove Heights Police Department executed a search warrant on a home in Dakota County following a CSAM investigation. Police were previously alerted that the Minnesota Bureau of Criminal Apprehension (BCA) had received cyber-tips from the National Center for Missing and Exploited Children (NCMEC) regarding a Kik user in possession of CSAM on the chat platform. Kik reported that the user, “Randall Van” had sent a video depicting CSAM of prepubescent minors over a specific IP address.
The BCA investigated and identified the user to be Randall John Vanderbeek Jr. [DOB REDACTED], “Defendant” herein. As officers approached the residence, Defendant was seen walking in the front yard. Defendant saw the officers and ran back inside the house, despite commands telling him to stop. Officers entered the home and eventually located Defendant, who was uncooperative and detained. Officers seized Defendant’s cell phone from his waistband. In a post-Miranda statement, Defendant acknowledged that the Kik account belonged to him, but claimed his bank and internet accounts were hacked.
When the detective explained that IP address showed the CSAM was accessed from the home, Defendant claimed he had a lot of pornography and would not have known if it was CSAM. Law enforcement then seized another cell phone which Defendant admitted belonged to him. Search warrants were obtained for the contents of the two cell phones belonging to Defendant, which revealed 762 files of CSAM and CSEM (Child Sexual Exploitation Material). Specifically, the first cell phone contained the following: A video of a female appearing to be between the ages of 12 to 16 years old.
The female is naked in a shower, exposing and rubbing her breasts and vagina. A video of a female appearing to be between the ages of 10 to 12 years old. The female is naked and laying on the floor. The female moves her vagina and anus close to the camera and begins to masturbate. On the second phone, law enforcement discovered Defendant’s Telegram account and chat groups involving pornography. In a conversation with another user on December 15, 2024, Defendant says that he is into “teens” and asking the user to send him videos, in exchange for videos of himself masturbating. 3 19HA-CR-25-2108 Filed in District Court State of Minnesota 12/10/2025 Defendant received two videos that a detective identified as CSAM. The first video depicted a naked female child between the ages of 5 to 8 years old.
The video depicts the child [NAME REDACTED] on an adult male, who then vaginally penetrates her with his penis. The second video was the same video from Defendant’s other phone, depicting 12 to 16 year old female in the shower, exposing and rubbing her breasts and vagina.
