On January 15, 2026, at approximately 9:28 A.M., agents with the Cannon River Drug and Violent Offender Task Force (“Task Force”), with the assistance of local law enforcement, executed a search warrant for a residence located on the 4700 block of Lund Point, Eagan, Dakota County, Minnesota (“residence”). The search warrant also authorized the search of person who was the target of the investigation: DWAN LAMAR STOWERS [DOB REDACTED]. Before the search warrant was executed, an agent with the Task Force conducted surveillance at the residence.
The agent observed STOWERS coming and going from the residence. The agent also observed a family member of STOWERS coming and going from the residence, but nobody else. When agents executed the search warrant, STOWERS was detained at the residence. Nobody else was present at the residence. An agent spoke with STOWERS. In his statement, STOWERS stated that he lived at the residence. STOWERS indicated that only he and his mother lived at the residence. STOWERS identified his bedroom as the one with Green Bay Packers (“Packers”) items.
After speaking with STOWERS, the agent entered the residence, went upstairs, and saw a bedroom with Packers posters on the walls. The agent searched a dresser in the bedroom and found (1) a piece of paper with a substance, (2) flakes that field tested positive for cocaine, (3) latex gloves, (4) plastic baggies, (5) a scale, (6) a scoop spoon, and (7) mail addressed to STOWERS. The agent recognized some of these items as commonly used to package drugs for sale. Meanwhile, an assisting agent located other documents with STOWERS’s name, including a mailing and identification.
The assisting agent also located a duffel bag in the closet of the same bedroom. The assisting agent searched the duffel bag and located a garbage bag in a pocket. The garbage bag contained a vacuum bag. The vacuum bag contained several individually packaged bags of powder. Some of the packages – or bindles – were open and some were packaged with zip bags and tape. Agents field tested powder from different parts of the bag. The field tests were positive for the presence of fentanyl, a 3 19HA-CR-26-77 Filed in District Court State of Minnesota 1/16/2026 Schedule II controlled substance.
It appeared that some of the substance was packaged in similar types of baggies located in the dresser. The substance weighed approximately 569 grams, or approximately 1.25 pounds, including a small amount of packaging weight. In another bedroom, agents located a backpack. An agent recognized the backpack because he saw STOWERS wearing it the day before. The backpack contained wax suspected to contain tetrahydrocannabinol (THC) inside a glass jar. The wax weighed approximately 180.8 grams without packaging.
