On January 21, 2026, at approximately 2:26 AM, an on-duty officer with the Apple Valley Police Department was on routine patrol in the area of Garden View Drive and Walnut Lane in Apple Valley, Dakota County, Minnesota, in a fully marked Apple Valley Police patrol vehicle. While in that area, the officer observed a 2005 grey Honda Accord driving southbound in the northbound lane on Garden View Drive. Given this observation, the officer initiated a traffic stop of the Honda. The Honda came to a stop on Strese Lane.
The officer made contact with the driver of the Honda, who was identified by his Minnesota ID as JORGE ESTUARDO SALGADO CHANGOLUISA [DOB REDACTED]. He was the sole occupant in the Honda. The officer could smell a strong odor of alcohol emitting from the vehicle. While speaking with SALGADO CHANGOLUISA, the officer observed SALGADO CHANGOLUISA’s eyes were red, watery, and bloodshot. An empty 50 ml Fireball “shooter” was visible in the vehicle right next to SALGADO CHANGOLUISA’s knee, against the center console.
When asked how much he had to drink, SALGADO CHANGOLUISA said he had “nothing.” The officer returned to his squad car with SALGADO CHANGOLUISA’s ID, to run a routine check. After the officer returned to his vehicle, SALGADO CHANGOLUISA put the Honda in drive and accelerated rapidly westbound on Strese Lane. The officer activated his emergency lights and sirens and began to pursue the Honda. While SALGADO CHANGOLUISA was approaching the “T” intersection of Strese Lane and Spruce Drive, SALGADO CHANGOLUISA did not stop at the stop sign, attempted to make a left turn, and crashed into a utility pole in the front yard of a residence.
SALGADO CHANGOLUISA then exited the vehicle and was taken into custody by officers. While officers placed SALGADO CHANGOLUISA in handcuffs, they could smell the odor of alcohol emitting from his person. SALGADO CHANGOLUISA was taken to the Apple Valley Police Department and read the Breath Test Advisory. SALGADO CHANGOLUISA was advised that it is a crime to refuse a breath test. SALGADO CHANGOLUISA spoke with an attorney. SALGADO CHANGOLUISA ultimately refused to provide a breath test. Due to the vehicle crash, SALGADO CHANGOLUISA was transported to the hospital to be 2 19HA-CR-26-115 Filed in District Court State of Minnesota 1/23/2026 assessed.
Officers were notified at approximately 3:13 AM that SALGADO CHANGOLUISA had escaped from custody and was running towards the parking ramp of the hospital. Officers from Burnsville Police Department were able to locate SALGADO CHANGOLUISA, who was transported back to the hospital. SALGADO CHANGOLUISA was eventually medically cleared for admission to the Dakota County Jail. An inventory search of the vehicle following the crash led to the discovery of numerous empty Fireball whiskey “shooters,” an empty case of Budweiser beer, and an empty can of Budweiser.
