On March 2, 2026, at approximately 10:15 P.M. Officers from the Apple Valley Police Department received a report of threats made to a protected party of a Harassment Restraining Order (HRO) residing at a home in Apple Valley, Dakota County, MN. Officers learned the HRO prohibited ANTHONY MICHAEL KIEMEL [DOB REDACTED], the Defendant herein, from having any contact with the protected party, the victim herein. (See 19AV-CR-25-2242). The Defendant and the Victim know each other through AA meetings. Most recently, starting in January 2026, officers also received multiple reports that the Defendant was violating the HRO, and the contact has continued to escalate as outlined below.
The number associated with the text messages that the victim is receiving registers to the Defendant. On January 14, 2026, the Defendant texted the victim stating, “you had better flee the f****** country before I get my f****** hands on you.” This message was sente a day prior to the parties having a hearing related to separate HRO misdemeanor charge. On January 31, 2026, the Defendant texted the victim, “it’s not time to fear me because I’m coming for revenge.” The Defendant also told the victim that local law enforcement can’t protect him and telling the victim to run for his life.
The Defendant told the victim to flee America and never return and that he (the Defendant) could make his (the victim’s) entire family “disappear.” The Defendant also emailed the victim stating, “you have exactly 30 calendar days to leave America or I’m making all of you disappear.” On February 20, 2026, the Defendant texted the victim [NAME REDACTED], also with protective orders, saying “you’re all going to die now. Mark my word…I’ll bury all 3 of you.” On March 2, 2026, the Defendant texted the Victim saying, “Because f****** with the WRONG person (like me) will see YOU in a body bag.
Seeya Thursday,” and “I’ll drop into one of your meetings and catch you off guard there.” The Defendant has sent over 100 messages to the Victim between March 2, 2026 and March 4, 2026. The Victim [NAME REDACTED] on Thursdays, including March 5, 2026, which the Defendant knows about. The Victim has called police asking for extra patrols because he is fearful that the Defendant will follow through on his threats. 2 19HA-CR-26-317 Filed in District Court State of Minnesota 3/5/2026 The Defendant’s behavior has continued to escalate especially in the last week.
As such, the State is requesting a body only, Minnesota only warrant so the State can be present to address conditions of release.
