On November 6, 2025, at approximately 2:17 A.M., dispatch for the Minnesota State Patrol aired that a vehicle was traveling the wrong way on Interstate 52. The suspect vehicle was located in the City of Inver Grove Heights, County of Dakota, State of Minnesota, shortly thereafter. Troopers in marked vehicles activated their emergency lights and sirens in an attempt to stop the suspect vehicle. The driver failed to stop and accelerated to speeds in excess of 100 miles per hour. A trooper initiated a PIT maneuver which was successful in stopping the suspect vehicle.
After the suspect vehicle hit a guard rail, the driver attempted to leave the scene. The trooper then drove into the suspect vehicle to prevent it from leaving. The driver of the suspect vehicle was identified as: Lai Htoo [DOB REDACTED]. Htoo admitted to fleeing from officers. Htoo was transported to the hospital where a blood draw was conducted. The results are still pending.
