On July 11, 2025, officers with the Eagan Police Department responded to a call regarding drug activity at a liquor store in the City of Eagan, the County of Dakota, the State of Minnesota. Dispatch advised there was a male with long dreadlocks, wearing a brown hoodie and a medical mask, sitting outside of the liquor store with a large bag of meth. The reporting party indicated that he had offered to buy the male food and an energy drink from a grocery store and that when the male grabbed an energy drink he said “this drink is just like this” and then pulled out a large Ziploc bag full of meth.
Officers located the male, identified as KAVALE JOHN ALSUP [DOB REDACTED], herein the Defendant. Officers had numerous interactions with the Defendant that day regarding him disturbing various businesses. Officers advised the Defendant that they were going to remove him from the area due to receiving three calls regarding him in the prior 6 hours and five total calls in the preceding 15 hours. Because he was trespassed from the transit station, officers offered to drive the Defendant to the Mall of America.
Officers also advised the Defendant that if he didn’t want to be brought to the mall, they would arrest him for the repeated public nuisance reports. Officers asked the Defendant if he had any methamphetamine on his person and he advised that he did. The Defendant was placed under arrest and searched incident to arrest. Officers located a large baggie containing a crystal-like substance suspected to be methamphetamine. The substance was collected and submitted to the Dakota County Drug Task Force for preliminary NIK testing.
The substance weighed 55.05 grams and tested positive for the presence of methamphetamine.
