On May 10, 2026, at 3:47 P.M., Eagan Police Officers responded to a weapons call involving a male and female arguing in the parking lot of an apartment in the city of Eagan, Dakota County, MN. The call notes indicated that a reporting party had heard a gun being racked and a male was waving a gun around. The male had then pulled a child out of a vehicle. As officers arrived, the last update was a description of the male and that he was walking through the parking lot with the child. The male was later identified as Defendant JOHN CARLOS MORENO [DOB REDACTED]. On arrival, an officer observed Defendant with something black in his hand, which the officer believed to be a handgun.
Officers ordered Defendant to get on the ground and he complied. A female (“Victim”) who was nearby removed the child [NAME REDACTED]. He was searched and a pistol was located on his front right hip in a holster. Officers found a round in the chamber of the pistol, a Glock 21 Gen 5. Officers also located two bags of marijuana and $1,895.00 in cash. Victim is Defendant’s ex-girlfriend. Victim [NAME REDACTED] had been at the parking lot to pick up her daughter (“Child,” age 4) from Defendant. When he arrived, Victim took Child [NAME REDACTED] into the backseat of her vehicle.
Defendant came up behind Victim and pushed the car door into her and tried to grab Child [NAME REDACTED]. Victim [NAME REDACTED] in the car and grabbed Defendant’s arm to stop him. Defendant yanked on Child again, causing her to scream and cry. Victim was able to put Child into the front seat and tried to close the door. Defendant prevented the door from losing and began hitting the car. Victim stated that Defendant then pulled his firearm from a side holster, racked the slide, and demanded Child back for a hug.
Victim [NAME REDACTED] was going to shoot her. Defendant’s girlfriend (“Witness 1”) then stepped in and told Defendant to leave. Victim went to find the address of the building to call 911. Victim said that when she left, Defendant ran back to the car and punched the rear window multiple times. Eventually the window shattered. Defendant opened the rear door and grabbed Child [NAME REDACTED]. He began walking away with Child. Victim [NAME REDACTED], officers arrived. Victim [NAME REDACTED] was scared and believed that Defendant would shoot her.
Victim was also concerned about Child’s safety, and Victim [NAME REDACTED] would shoot her in front of Child. Officer’s spoke with Victim’s sister (“Witness 2”) who had also been in the car. Witness 2 stated that 2 19HA-CR-26-665 Filed in District Court State of Minnesota 5/12/2026 Defendant had punched the rear window at least twice, scaring her. She then saw Defendant grab a large rock and throw it at the window and broke it. Victim’s friend (“Witness 3”) was also present during the incident. Witness 3 stated that when Child [NAME REDACTED] in the vehicle, she saw Defendant becoming frustrated and began displaying a firearm he had secured at his waist.
