On December 12, 2024, Victim, [NAME REDACTED], reported a criminal sexual conduct that occurred at a residence in Burnsville, Dakota County. Victim reported previously having a relationship with JASON CAL THOMAS [DOB REDACTED], Defendant herein. Victim ended the relationship shortly after Defendant assaulted her. Victim explained that Defendant liked to place his finger or objects into her urethra during sex, which Victim [NAME REDACTED]. Victim said she tolerated it until it caused medical issues.
Around October 10, 2024, Victim agreed to consensual sex with Defendant. Victim [NAME REDACTED] did not want anything in her urethra during sex. Victim felt Defendant’s finger enter her urethra and yelled at him to stop, pushing his hand away. Defendant brushed Victim’s hand to the side and put his finger back in Victim’s urethra. Victim described it as immensely painful. Victim said she disassociated and stopped fighting Defendant. Victim later provided texts between herself and Defendant where Defendant apologized to Victim, [NAME REDACTED], “It wasn’t intentional to hurt you.
My heart DROPPED when I saw you ball up.” The State requests this Complaint issue as a warrant and that Defendant be held until brought before the Court so that conditions of release may be addressed. Victim expressed fear for her safety if Defendant is not arrested. Defendant received a stay of adjudication on 09/10/25 in 19AV-CR-24-12892 for violating an OFP Victim [NAME REDACTED]. That file was issued as a warrant after Defendant refused to turn himself in to law enforcement. The State believes Defendant will not respond to a summons and has concerns for Victim’s safety.
