On or about April 9, 2026, Minneapolis police officers were involved in a focused enforcement detail specifically in the third precinct of Minneapolis. During this detail, an Officer who was viewing milestone camera observed a male they knew to be Emmet Duane Williams AKA Daquan Williams [DOB REDACTED], Defendant herein. Police learned Defendant’s driving status was revoked. Officers on camera advised Defendant was driving a maroon Chevy Suburban bearing MN license plate 9UM609. Police located the Suburban travelling westbound on East Lake Street from 5th Ave South in Minneapolis, Hennepin County, Minnesota.
As police were behind the vehicle, the vehicle used the bus lane, which is painted red, to pass a vehicle. Police stopped the vehicle near East Lake Street and Clinton Avenue. The suburban came to a stop facing northbound, just north of the intersection. As police approached the vehicle, Defendant yelled back at me "My bad dude". When police got to the window of the vehicle, Defendant then said, "My bad dude, I'm trying to get to this motha fucka right here". While at Defendant’s window, police asked him his name, and he stated its Emmet.
Police told Williams that he knows he's not supposed to be driving because he's revoked. He stated he did not know that. Police asked Defendant to step out of the vehicle. At this point, another office, who was on the passenger side of the vehicle, advised he could see narcotics in plain view. It was believed to be fentanyl. Police arrested Defendant. Once in handcuffs, police located a firearm, a 9mm Smith and Wesson SD9 VE (serial # FCD3464) on Defendant’s person in his waistband. A magazine was inserted and one 9mm round was in the chamber.
This handgun was collected and later inventoried. After searching Defendant incident to arrest, he was placed in the back of our squad car. During this time, Officers located several baggies containing white powdery rocks of suspected narcotics as well as a small digital scale. Officers also located two cell phones in the vehicle. All items were collected as evidence and inventoried. Specifically, police located the suspected narcotics in the open center console area. This is what was found: -a clear plastic bag of rocklike substance that field-tested positive as methamphetamine and weighed approximately 13.5 grams; -a clear plastic bag of rocklike substance that field-tested positive methamphetamine and weighed approximately 0.3 gram; -a clear plastic bag of rocklike substance field-tested positive as fentanyl and weighed approximately 0.9 grams; -a clear plastic bag of rocklike substance that field-tested positive as cocaine and weighed approximately 3.6 grams; -a clear plastic bag of rocklike substance that field-tested positive cocaine and weighed approximately 0.6 gram; -a clear plastic bag of rocklike substance that field-tested positive as cocaine and weighed approximately 0.3 gram; -a clear plastic bag of rocklike substance that field-tested positive as cocaine and weighed approximately 2.7 grams; and -a scale and used glass pipe.
