On June 11, 2025, at approximately 5:26 P.M., the Eagan Police Department began investigating a stolen vehicle from the previous day. Police officers tracked the vehicle to the parking lot of the outlet mall in Eagan, Dakota County, Minnesota. The police officers observed a man and a woman on the driver’s side of the vehicle. When the police officer approached the vehicle, the woman entered the rear driver’s door, and the male entered the front driver’s door. The police officer conducted a high-risk stop and commanded the occupants to stop.
The vehicle rapidly reversed out of its parking spot and fled from the police officer. The vehicle struck various vehicles as it moved through the parking lot. The police officer pursued the vehicle but ultimately discontinued the pursuit. On June 13, 2025, police officers found the suspect vehicle in Richfield. The vehicle was towed to the Eagan Police Department to be processed for evidence. The crime scene team swabbed the vehicle’s steering wheel and gear shifter for biological samples. The swabs were sent to the BCA for further testing.
The lab results showed a DNA match with FAISAL MOHAMED KHALIF ([DOB redacted]) in the offender database. On October 22, 2025, police officers responded to the Hennepin County Workhouse to take a known DNA sample from KHALIF. The known DNA sample was submitted to the BCA for further testing. The known DNA sample from KHALIF was also a match with swabs from the vehicle. A police officer spoke with the registered owner of the vehicle. The registered owner stated that the vehicle was stolen from the secured underground garage at their apartment.
A police officer then spoke with an apartment employee and obtained surveillance footage. The footage showed a male suspect enter the garage and the vehicle was stolen shortly thereafter. Having had an opportunity to see KHALIF in- person during the buccal swab, a police officer determined that KHALIF was the person who stole the vehicle and drove it during the fleeing incident.
