On September 13, 2025, at approximately 9:59 P.M., an officer with the Eagan Police Department was on routine patrol traveling northbound on Interstate 35E in a fully marked squad car when a vehicle in the center lane attempted to change lanes while next to the officer. The vehicle veered into his lane and the officer needed to brake and pull over to avoid being hit by the vehicle. The officer followed the vehicle and initiated a traffic stop. The driver was identified as EUGENE DAVID BENSHOOF [DOB REDACTED], herein the Defendant.
Officers could smell an odor of consumed alcoholic beverage emitting from the vehicle. While speaking with the Defendant, officers observed his eyes to be bloodshot and watery and the Defendant was asked to exit the vehicle and perform standardized field sobriety tests. The Defendant did not comply with exiting the vehicle and officers began attempting to remove him from the vehicle and place him under arrest. The Defendant pulled away and required two officers to secure him while he continued to tuck his arm under him and resist arrest.
The Defendant was ultimately placed under arrest and searched incident to arrest. During the search, officers located a clear plastic bag containing a white crystalline substance. Officers also located a hypodermic needle in his pocket. The substance was collected and submitted to the Dakota County Drug Task Force for preliminary NIK testing. The substance weighed 4.78 grams and tested positive for the presence of methamphetamine.
