On June 4, 2025, at approximately 5:36 P.M., an officer with the Apple Valley Police Department was dispatched to a disturbance at a retail store in the City of Apple Valley, the County of Dakota, the State of Minnesota. The manager advised there was a male inside the store that was shouting at staff, using vulgar language, and was believed to be concealing merchandise. Upon arrival, officers met with the manager who advised there was a white male wearing a black tank top, black pants, orange sweatshirt, and a black backpack inside the store.
An employee was stocking shelves near the male when the male lashed out at him, told him to stop watching him and to “eat a dick.” The male did this in front of other customers, including children. The manager confronted the male and asked him to leave, however the male continued to be belligerent. A customer told the manager he believed the male had concealed two portable chargers. The male became combative towards the customer and told him he would fight him. The male ultimately left the store and went to a nearby business.
The male was located in the bathroom area and was immediately identified as PATRICK ANDREW FRASER [DOB REDACTED], herein the Defendant, because he had been trespassed earlier that day from a restaurant after occupying the bathroom for over an hour and becoming confrontational when asked to leave. Officers made contact with the Defendant and advised him he was being detained for a theft investigation. The Defendant was searched incident to arrest. During a search of the Defendant’s bag, officers located a container with a crystal-like substance inside that appeared to be an illicit substance.
Officers also located two used glass bulb style pipes, commonly used to ingest controlled substances. The substance was collected and submitted to the Dakota County Drug Task Force for preliminary NIK testing. The substance weighed 0.45 grams and tested positive for the presence of methamphetamine.
