On April 16, 2026, at approximately 5:56 A.M., officers with the West Saint Paul Police Department responded to an apartment complex located on the 200 block of Thompson Avenue East, West Saint Paul, Dakota County, Minnesota. Dispatch received a report that someone let someone into the building who was believed to be homeless and who did not reside at that location. Upon arrival, officers saw a male, later identified as OSCAR DELACRUZ ([DOB redacted]), exit from a bathroom. DELACRUZ admitted that he was not supposed to be at the building.
When asked, DELACRUZ indicated that he did not have identification with him. DELACRUZ advised that he has had a Minnesota identification. When asked, DELACRUZ verbally identified himself as “Timothy Faver”, with a date of birth of June 18, 1982. DELACRUZ struggled to provide his name, date of birth, and age. An officer went to his squad vehicle to run this information but was unable to locate anyone with that name. The officer reapproached DELACRUZ. DELACRUZ advised that he was from Texas. The officer asked dispatch to attempt to locate anyone with this name in Texas.
While waiting, the officer used an Information-Based Identification System (IBIS) device to fingerprint DELACRUZ. DELACRUZ agreed to provide a fingerprint on the IBIS device, which confirmed his identification. Dispatched advised that DELACRUZ had an active warrant with the Minnesota Department of Corrections. Officers informed DELACRUZ that he was under arrest. Officers grabbed ahold of DELACRUZ, who tensed up. Officers were eventually able to place DELACRUZ in handcuffs. DELACRUZ, without questioning, indicated that he had drugs on his person.
An officer transported DELACRUZ to the Dakota County Jail, located in Hastings, Dakota County, Minnesota. Once there, the officer opened the rear door of his squad vehicle. The officer noticed a face masks inside the rear passenger holding area of his squad vehicle. The officer had not previously seen the item when he first placed DELACRUZ inside his squad vehicle. And, the officer had inspected the interior area of his squad vehicle at the beginning of his shift and had not located anything on the seats or floorboard.
The officer inspected the face masks and found a baggie containing a substance. The substance 2 19HA-CR-26-557 Filed in District Court State of Minnesota 4/17/2026 later field tested positive for the presence of methamphetamine, a Schedule II controlled substance, and weighed approximately 11.09 grams. Later, the officer reviewed interior squad video footage, which showed DELACRUZ removing an item from his person. The item then fell on the floorboard.
