Probable Cause
On November 22, 2025, a South Saint Paul Police Officer received a FLOCK camera notification that a stolen vehicle, a white Hyundai Elantra (MN/ZGP632), was driving in the city of South Saint Paul, Dakota County, MN. The officer located the vehicle, and as the officer was confirming the license plate matched the vehicle from the FLOCK camera notification, the vehicle pulled over on the shoulder. The officer then activated his emergency light and pulled in behind the vehicle and conducted a felony stop.
Other officers assisted in having the four occupants exit the vehicle. The driver was identified as Defendant CHUFUE XIONG [DOB REDACTED]. In a Mirandized statement, Defendant said that he had gotten the car from a friend, “Lor Vang,” the night before. Defendant admitted that he knew that the vehicle was stolen because the ignition was “popped.” Defendant said that he pulled over when he saw the squad behind him because he knew he’d be stopped for the stolen vehicle. Defendant told officers that he had ingested methamphetamine and he was transported to the hospital.
