On March 13, 2025, Elk River Detective Ryan Cowley responded to a past criminal sexual conduct complaint concerning siblings at 11118 190th Ave NW, Elk River, Sherburne County, Minnesota. On March 19, 2025, Sherburne County Health and Human Services (SCHHS) Case Worker Tori Vee conducted a forensic interview with victim A (fully identified in police reports). Victim A identified the body parts of a female and male. Victim A identified the vagina as “private” and the penis area as “penis”. Victim A reported that the first time they “did the thing” was about two years ago at their house in Elk River, Sherburne County.
She and her brother, JOSHUA DANIEL HARRISON ([DOB redacted]), were in his room downstairs, but then went into her room upstairs because they thought it would be more private. Once in her room, they went into a corner, near the closet. They both took off their pants and underwear and began touching each other’s private parts. Victim A would touch HARRISON’s private part, and he would touch hers. They would both use their hands on top of the skin of their private. Victim A thought she was nine or ten when this started, and her brother was fourteen or fifteen.
Victim A said this happened a couple dozen times at the house in Elk River, over a two-year span. They would always have their pants and underwear off, but keep their shirts on. During these times, HARRISON would mention giving her money or Pokémon cards to do “the thing”. Victim A said HARRISON wanted her sister, victim B, (fully identified in police reports) to also do “the thing”. During the same time frame when it began at their house, Victim A reported it also happened at their grandma’s house in Brainerd, (later confirmed as Baxter, Crow Wing County). At their grandma’s house, HARRISON, victim B, and she would go into her room.
They all pulled their pants and underwear off and HARRISON, victim B, and she would touch the surface of each other’s privates with their hands, while they stood in a circle. One time she remembered it happened in the bathroom. Victim A said she was nine or ten, HARRISON was fourteen or fifteen and victim B was eight. Victim A said this happened about five or six different times in Baxter over a two-year time span. Additionally, victim A said “the thing” happened in the basement at their great grandmother’s house in Crosby, Crow Wing County.
Victim A said that she was eight or nine, victim B was eight, and HARRISON was fourteen or fifteen. While there, they all pulled their pants and underwear down and all touched each other’s privates in the same way, with their hands on the skin of the privates. Victim A said it happened two or three times there. Victim A reported “the thing” stopped for a couple of months around November 2024, but then started again in January or February 2025 at their house in Elk River. Victim A said she was saving up money for a trip and HARRISON told her she could do his chores for money, which included making his bed and “the thing”. Everything had a dollar amount and “the thing” started at $25 and went up to $125. Victim A said she never did “the thing” and did not do any of HARRISON’s chores.
