On January 16, 2026, at approximately 1:13 AM, an officer from the Ramsey Police Department was on routine patrol when he observed a silver color passenger car driving eastbound on Highway 10 at what appeared to be an extremely high rate of speed. The officer got onto eastbound Highway 10 NW and activate his front-facing radar and observed a speed of 112 mph. The officer activated his emergency lights and sirens to initiate a traffic stop. As the vehicle approached Armstrong Blvd NW, city of Ramsey, county of Anoka, Minnesota, the vehicle turned off its lights and signaled to take the exit.
The vehicle then turned right and started driving westbound on Riverdale Dr NW. While following the vehicle on Riverdale Dr NW the officer observed items being thrown from the vehicle. As soon as the items were thrown from the vehicle, the vehicle came to a stop near the intersection of Riverdale Dr NW and Snowy Owl St NW. Officers removed the driver, Cooper Lee Fisher [DOB REDACTED], Defendant herein, from the vehicle. While taking Defendant into custody the officer could smell a strong odor or a consumed alcoholic beverage emitting from Defendant's breath.
Defendant also appeared to have very poor balance. Defendant was transported to the Ramsey Police Department, where Defendant submitted to the DMT-G/w Fuel Cell Option, with a reported value of.20. Officer later located the items officers observed being thrown from the vehicle, reporting that the items were a diaper and two empty alcohol "shooters." Officers also located several open containers of alcohol, as well as marijuana that was not in proper packaging.
