On the evening of February 10, 2026, officers of the Minneapolis Police Department responded to reports of a domestic assault occurring at a residence located at 20XX Fremont Avenue N., City of Minneapolis, Hennepin County, Minnesota. Officers contacted VICTIM T. R., who reported that she was involved in a domestic altercation with her mother, TRACY LORETTA KOPAS ([DOB redacted]), a.k.a. TRACY MEDRANO-GOMEZ, DEFENDANT herein. According to VICTIM, she and DEFENDANT got into an argument when VICTIM attempted to take her minor sister from DEFENDANT’s custody due to DEFENDANT using drugs.
However, DEFENDANT became angry and would not let VICTIM take the child, which resulted in a physical altercation that culminated when DEFENDANT placed two hands around VICTIM’s neck and applied pressure, causing VICTIM to become nauseous, to have difficulty breathing, and to slightly urinate herself. VICTIM also said that DEFENDANT struck her in the head, causing her pain. WITNESS S. C. Informed officers that she observed the assault and corroborated VICITM’s account, specifically stating she saw DEFENDANT choke VICTIM and observed red marks on VICTIM’s neck.
DEFENDANT has the following conviction for Qualified Domestic Violence Related Offenses during the previous 10 years: (1) Domestic Assault-MSD, 27-CR-24-23768 (12/19/2024) and is presently on supervised probation. DEFENDANT also has prior convictions for Felony Domestic Assault in 27-CR-14-11510 (6/30/2014) and Murder, 2nd Degree, in 27-CR-08-63353 (5/11/2009). DEFENDANT is not presently in custody. The State requests a Complaint Warrant issue due to the violent nature of the offense, that DEFENDANT is on supervised probation for a similar offense, and for concerns that service of a summons complaint would place the minor child and alleged victim at risk of additional harm.
