On April 16, 2025, MN BCA Special Agent Fischer was referred CyberTip 207104945 from Roseville PD for investigation. The CyberTip was sent to the National Center for Missing and Exploited Children (NCMED) by Snapchat on March 3, 2025, as a result of a suspected Child Sexual Abuse Material (CSAM) file being uploaded to a Snapchat account with the user name thomas22twwin on March 1, 2025, around 9:30pm. It was a 10-second video depicting a pre-pubescent 6-8 year old juvenile female sitting on a computer chair nude with her legs open using her right hand to manipulate her breasts and vagina.
Based on Snapchat, Comcast, Google, and other records obtained via subpoenas and search warrants, the owner of the Snapchat account was eventually identified as THOMAS OMAR OTTERNESS [DOB REDACTED], Defendant herein. At the time of the upload, Defendant was staying at the Extended Stay Hotel (InTown Suites) in Coon Rapids, Anoka County, MN. He resided there from 2/28/25-3/7/25, as confirmed by information from his Ramsey County probation agent and hotel records. Defendant was convicted on 10/31/25 of felony electronic solicitation of a child in Scott County (70-CR-25- 13961), for which he has sentencing on 2/23/26. He's also on probation for the same offense in Ramsey County (••-CR-••-••••), for which a gross misdemeanor conviction was entered on 8/5/21. As of 11/25/25, Defendant is in custody in Ramsey County with an undetermined release date.
The State is requesting a complaint summons.
