On February 3, 2026, law enforcement began tracking a stolen Dodge Durango and then a Dodge Ram TRX on February 10, 2026. Both cars were confirmed stolen and police were able to ping brief locations of each vehicle. Law enforcement observed videos of a user identified as "Mob Boss Dthang" who was confirmed to be identified as RAFAEL CARTER WESLEY ([DOB redacted]), Defendant herein. Videos related to the account showed masked individuals driving Dodge SRT-style vehicles recklessly. The video also show a masked individual with a black handgun and what appeared to be a key programmer.
Video, again, showed people with the confirmed stolen Dodge Ram noted above from February 10, 2026. Police received a search warrant to ping Defendant's phone number as confirmed by his federal probation office. Pings showed Defendant in the area of both vehicle thefts on February 3, 2026, and February 10, 2026. On February 25, 2026, a Dodge Challenger Scat Pack was stolen in St. Paul and suspected to be stolen using a vehicle programmer. Defendant's phone was pinging in the area of where the vehicle was stolen from in St. Paul.
ALPR hits also showed the vehicle was in the general area of Defendant's phone pings. Law enforcement used Defendant's phone pings to locate the vehicle in North Minneapolis, Hennepin County, Minnesota. The plates had been removed from the vehicle. Police placed a tracker on the vehicle and it moved. The movement of the vehicle was consistent with pings of Defendant's phone. Law enforcement identified where Defendant was residing at [address omitted] in Brooklyn Center, Hennepin County, Minnesota.
On February 27, 2026, officers conducted a search warrant on [address omitted] in Hennepin County, Minnesota based on an extensive investigation into stolen vehicles by Defendant. During the search, police located the following: 1. A black pistol with serial number BACHD38 in the upstairs middle bedroom 2. A Xtool programmer device upstairs in teh middle bedroom under a bench 3. An Autel hard sided case in the upstairs middle bedroom 4. A screwdriver from a black backpack in the upstairs middle bedroom 5. An Autel programmer from a black backpack in the upstairs middle bedroom 6. A silver pistol with serial number AP154336 in the upstairs middle bedroom 7. A magazine from silver pistol 8. A magazine from the black pistol 9. An iPhone from the middle upstairs bedroom 10. Defendant's phone from the middle upstairs bedroom 11. Four vehicle decals on the dresser in the upstairs middle bedroom 12. A vehicle fob in the upstairs middle bedroom.
In the same backpack with the programmers, law enforcement found a jail bracelet for Defendant. During the search, police located a 2019 Jeep Grand Cherokee in the garage of the address which was a 3 ••-CR-••-•••• Filed in District Court State of Minnesota 4/24/2026 confirmed stolen vehicle from St. Paul on February 9, 2026. Police seized this for forensic evidence. During the search warrant, Defendant was arrested and located in the upstairs middle bedroom. Occupants stated he resided there and his backpack and personal items were there including phone.
