On February 10, 2026, police were dispatched to 800th block of 7th Street, St. Paul, Ramsey County, in response to a report of criminal sexual conduct. On arrival officers were informed that a tattoo artist with Good Times Tattoo, identified as MICHAEL THOMAS BOYER, [DOB REDACTED], while doing tattoos an 18-year-old client, herein identified as V1, touched her inappropriately by rubbing his elbow on her vagina on February 9, 2026. During the investigation, video footage taken by V1 shows BOYER engaging in the criminal sexual misconduct while performing the tattoo and holding a tattoo gun over V1. Police spoke with V1 who stated she went to Good Times Tattoo to get two tattoos.
V1 went with her mother, V1’s younger sister, and best friend. V1 stated that her mother was tattooed first, leaving shortly after her tattoos was completed. V1 then stayed at the tattoo shop with her best friend to get her two tattoos; one on her spine and the other on her ribcage. V1 disclosed that the inappropriate touching began while she was getting tattooed by BOYER on her spine while sitting in chair. When V1 moved to the table for her rib tattoo, where she was lying down when BOYER put his right forearm on V1s legs and moved his elbow directly on V1s vagina approximately five times.
While this was going on V1’s friend remained in the tattoo shop until leaving to get a shake from Chic-Fil-A. While V1’s friend was gone, Boyer put his elbow on top of V1’s vagina and rubbed it in a circular motion. While moving his elbow in a circular motion on V1’s vagina, BOYER’s tattoo gun was in his hand however not touching V1 or tattooing her. V1 stated BOYER was looking for her “soft spot” and when she flinched, he kept his elbow there while moving it in the circular motion. V1 recorded part of the interaction.
V1 was in the tattoo shop alone with BOYER and texted her friend to come back as soon as she could, to which her friend quickly came back. BOYER stopped the circular motion with his elbow. Approximately 20 minutes later the second tattoo was completed and V1 and her friend left. V1 showed the videos she took to her family, to which her father and family called Good Times Tattoo and spoke with the owner DDT. DDT met V1 and her family at the tattoo shop. While there BOYER showed up at approximately 11:15- 11:30 hours.
BOYER repeatedly stated “She never said no” and that it was consensual. BOYER went to his tattoo station and grabbed his camera and his tattoo equipment. DDT told police that BOYER has been an employee from 10/2025 until 2/10/2026. BOYER is a fully licensed tattoo artists who was renting a spot a Good Times Tattoo. BOYER, accompanied by his attorney, participated in an interview with police. He admitted to using his elbow to touch V1's vagina and doing so for sexual stimulation.
