On or about 11/1/2025 Officers with the Champlin Police department responded to a report of threats located on the 11000 block of Emery Village Dr North in Champlin, Hennepin County, Minnesota. Upon arrival Officers met with reporting party who stated that her daughter had been talking with a male identified as Nijm Mukhtar El-Amin Scott [DOB REDACTED], Defendant herein. The Reporting party was concerned that the Defendant may be sex trafficking her daughter. Around October 11, the reporting party got her daughter a new cell phone and kept her daughters old phone.
She also sent her daughter to Arizona to get away from the Defendant. Without the reporting party’s knowledge, her daughter returned to Minnesota around October 20th and was believed to return to the Defendant. Around this time, the reporting party also looked through her daughter’s old cell phone where she saw messages from the Defendant setting up dates with other individuals for her daughter. The reporting party had her son KDT, call her daughter’s phone. The Defendant answered the phone. The reporting party took a video of this phone call.
In the video you can hear a males voice on the other end of the line talking to KDT. The male’s voice was identified as Defendant. The Defendant talks about slaughtering KDT’s whole family and says “better know who the f*** you playing with, so keep playing with me, and Ima put my gun in your mouth, and Ima pull the trigger.” KDT believed this to be a real threat based on his interactions with and knowledge of the Defendant, he further was in fear because the Defendant mentioned knowing where KDT works and lives.
The Defendant is not in custody on this charge but is on pretrial conditional release for a second case threatening another individual ••-CR-••-••••. Given the threats alleged above, the State requests a warrant issue with this complaint.
