In court file 62-CR-22-895, RONALD CLIFTON BLACKBURN, [DOB REDACTED], was convicted of Assault Third Degree, felony conviction 5/23/22, same victim. On April 1, 2026, at approximately 9:28 P.M., Saint Paul Officers responded to the 700 block of Selby Avenue, Saint Paul, County of Ramsey, on a domestic assault. Officer Berg arrived and spoke with ADS. ADS said she has been in an on and off again relationship with RONALD CLIFTON BLACKBURN, [DOB REDACTED], for seven years. She is watching the apartment for a friend.
She was on the bed in the apartment and viewing her phone. The door to the apartment was unlocked because she was expecting a friend to visit. BLACKBURN opened the door, walked into the apartment, and accused her of stealing his vape. They argued. BLACKBURN started to look through her backpack that was on the couch. She grabbed her backpack and tried to pull it away from him. BLACKBURN grabbed her by her neck with two hands, picked her off of the floor, and threw her to the floor. She saw sparkles, stars, and dots, and could not breathe.
BLACKBURN kicked her in the leg. She retreated away from him because she thought he was going to continue to assault her. ADS said she was going to call police and grabbed her phone. When BLACKBURN heard the operator speaking to her, he grabbed his scooter and left the apartment. Officer Berg observed a small scratch mark on the left side of ADS’s neck and a scratch mark on the right side of near the back of her neck. During blueprint questions, ADS said she thinks BLACKBURN will seriously injure her because he has broken her jaw, strangled her and she passed out a few times, and put her in the hospital in the past.
BLACKBURN has an OH scheduled in court file 62-CR-26-2375 on April 21, 2026.
