On June 8, 2026, at approximately 1:11 P.M., police responded to [ADDRESS REDACTED], St. Paul, Ramsey County, Minnesota, on a report of a domestic assault. Upon arrival, police spoke with JLMB, who reported that she was walking to her vehicle after her child’s graduation when her child’s father, JARQUINN LAVERYAN GREEN-KILGORE – [DOB REDACTED], argued because GREEN-KILGORE was upset that JLMB was at the graduation. As they got to the parking lot, JLMB reported that GREEN-KILGORE had a pocketknife in his hand while they argued.
JLMB stated that GREEN-KILGORE walked the children to a vehicle then came back with the knife in his hand. JLMB was recording on her cell phone. JLMB advised that GREEN-KILGORE knocked the cell phone out of her hand then punched her in the face multiple times. At one point, JLMB said GREEN-KILGORE threatened to kill her while he had the knife in his hand. JLMB reported that her sister intervened to stop the assault. JLMB’s sister, JLB, corroborated JLMB’s statement and said she grabbed GREEN-KILGORE’s arm to prevent a further assault.
A school security guard, JAAD, told police that he saw what he thought was two females fighting in the parking lot. As he got closer, JAAD observed GREEN-KILGORE punch JLMB multiple times. JAAD reported that GREEN-KILGORE stopped attacking JLMB and began walking away as he approached. JAAD told police that GREEN-KILGORE still had the knife in his hand as he walked away. Approximately 50 minutes after the incident, GREEN-KILGORE called 911 to report that JLMB violated a restraining order by being at the graduation.
Police spoke with GREEN-KILGORE on the phone, and he was upset that JLMB was not arrested for violating the order. GREEN-KILGORE was advised that police were unable to locate any protective orders for GREEN-KILGORE. GREEN-KILGORE was also advised that there was a PC pick up and hold for his arrest, and it would be in his best interest to turn himself in. Police also noted that they facilitated a custody exchange for JLMB and GREEN-KILGORE on June 5. Police characterized the exchange as extremely hostile and reported that GREEN-KILGORE continued to yell at JLMB and her brother with police present.
At one point, police had to get between JLMB and GREEN-KILGORE to prevent an assault. JLMB told police that she was in the process of getting a protective order. Court records reflect that JLMB filed a petition for a Harassment Restraining Order in Ramsey County District Court File No. 62-HR-CV-26-713 on June 3, 2026. JLMB described multiple instances of harassment beginning on May 19. The Court issued an order denying the filing fee waiver on June 4. In follow-up statements on June 10, JLMB advised police that she was very afraid of GREEN-KILGORE and was also afraid to leave her residence because GREEN-KILGORE was always “popping up”. JLMB reported that she had an appointment on June 11 to get a protective order against GREEN-KILGORE. JLMB said that she needed to meet GREEN-KILGORE on June 12 to exchange the children and was terrified about what would happen.
