The Complainant having reviewed the applicable reports believes the following facts to be true: On November 24, 2025, at approximately 12:36 A.M., an officer with the Saint Paul Police Department was at Snelling Avenue and Spruce Tree Driving in the City of Saint Paul, Ramsey County. The officer observed a vehicle driving against oncoming traffic. The officer stopped the vehicle and identified the driver as JOSEPH MORENO NEMO [DOB REDACTED], Defendant herein. The officer could smell the odor of alcohol coming from Defendant.
Defendant admitted to consuming alcohol prior to driving. The officer had Defendant conduct standardized field sobriety tests and observed clues indicating that Defendant was impaired. The officer arrested Defendant. The officer read the breath test advisory to Defendant. The officer asked Defendant to submit a breath sample for testing. The Defendant submitted a breath sample. Testing on that sample revealed that Defendant's alcohol concentration was.17 within two hours of driving.
