The Complainant having reviewed the applicable reports believes the following facts to be true: On July 9, 2025, an officer learned a vehicle registered to a driver who had a canceled driver's license. The driver was stopped in the area of Hyacinth and Mississippi, City of Saint Paul, Ramsey County. The driver was identified as Hindiyo Omar Mudey, [DOB REDACTED], Defendant herein. The officer was looking for a vehicle involved in a crime earlier in the week. The officer saw a vehicle parked in front of an apartment building with all of the vehicle's doors open and nobody near the vehicle.
The officer ran the license plate and learned the registered owner, defendant, did not have a valid license. As the officer drove by, defendant got in her vehicle and drove away. The officer followed the vehicle which drove for awhile. The officer stopped the vehicle and the driver, defendant, fit the description of the registered owner of the vehicle. Defendant claimed she was her sister, 'Mulki Omar Maudey.' When the name was not on file, defendant corrected the spelling of the last name. The officer showed defendant pictures of herself and her sister.
Defendant continued to maintain that she was 'Mulki' until another officer arrived. The officer pointed out a facial feature unique to defendant but not her sister. Defendant finally admitted she was 'Hindiyo' and that she was not supposed to be driving. She admitted that she had been arrested several times in the past for driving offenses. Defendant's driver's license was canceled as inimical to public safety and has not been reinstated.
