On April 13, 2026, officers were dispatched to a residence located in Minneapolis, Hennepin County, Minnesota, based on a report of a stabbing. Officers arrived met the reporting party, who was a neighbor of the person who was stabbed. The reporting party brought officers to the fourth floor where they located an adult male, identified herein as “Victim,” who was holding a bloody towel to his face. A female was standing behind Victim, and when officers asked Victim who did this to him, he pointed to the female.
Officers arrested the female, who was identified as RAQIYA SHANEEN PULPHUS [DOB REDACTED]. In a search incident to arrest, officers located a black pocket knife in PULPHUS’s front left pocket. Victim was transported to the hospital to be treated for his injury. Victim had a bleeding wound to the left side of his head, near his ear, which required stitches. In a follow-up statement with an investigator, Victim [NAME REDACTED] has been in a relationship with PULPHUS for the last six months, but she does not live with him.
That day he had gone to the store and while he was gone his neighbor knocked on his door, which upset PULPHUS. They were talking about it when he returned from the store, and he tried to separate himself from the situation by going to the living room and lying on the couch while PULPHUS was in the bedroom. He estimated he was lying on the couch for about five or ten minutes when PULPHUS came up to him and stabbed him in the side of his head. Victim did not know where his phone was, so he ran out the door and knocked on his neighbor’s door to call for police.
PULPHUS followed him out into the hallway. He knew PULPHUS to always have a black pocketknife on her. An officer also spoke to Victim’s neighbor, who was also the reporting party. The neighbor stated that Victim [NAME REDACTED], holding his head and bleeding. The neighbor told Victim to have a seat in the hallway, which is when PULPHUS walked towards Victim, which caused Victim [NAME REDACTED]. The neighbor stood in front of Victim [NAME REDACTED] from doing anything else. After being advised of her constitutional rights, PULPHUS spoke to an investigator.
She stated she did not remember too much of what had occurred. Victim is her boyfriend and she was at his apartment, where they were drinking alcohol. They were cooking and she was punched in the face by Victim [NAME REDACTED]. She did not know why Victim [NAME REDACTED] did not remember anything after being punched until officers arrived. She admitted that Victim had gone to the store and a female neighbor had knocked on the door while he was gone, but she said she was not upset by this. PULPHUS had no memory of stabbing Victim, but she does usually have a folding knife on her for her safety.
PULPHUS remains in custody.
