On 4/8/2026 at about 0028 hours, a Minnesota State Trooper was dispatched to the report of a stalled vehicle blocking WB Hwy 10 west on I-35W in Mounds View, Ramsey County. The call was then updated; the vehicle was in the left traffic lane and there was a male slumped over at the wheel. On scene, the Trooper found a white Subaru Impreza MN#037AD9 blocking the left lane of traffic. The driver, later identified as Lucas Paul FOURNIER [DOB REDACTED], was asleep at the wheel with his foot on the brake and the car in drive.
FOURNIER did not respond when the Trooper pounded on the driver’s window. The Trooper opened the driver’s door, put the car in park, and removed FOURNIER’s seatbelt. FOURNIER then woke up, was visibly confused, and put his hands back onto the steering wheel as if he was still driving. The Trooper immediately smelled a strong odor of a consumed alcoholic beverage emitting from the vehicle. FOURNIER said he was stopped in the middle of the road because “a state trooper stopped me.” FOURNIER’s speech was slurred and his eyes were bloodshot and watery.
FOURNIER said he was coming from the Minnesota Wild game but was unable to remember what team the Wild played. FOURNIER said he drank three 12oz Guinness beers in a bar across from the Wild game. While conducting standard field sobriety tests, the Trooper noted that FOURNIER smelled of alcohol, lacked smooth pursuit in both eyes, had distinct and sustained nystagmus and maximum deviation in both eyes, and onset of nystagmus prior to 45 degrees. During the one leg stand, FOURNIER put his foot down and swayed while balancing.
A walk and turn test was not conducted because FOURNIER said he had been in a car accident and had a concussion. FOURNIER provided a PBT breath sample with a result of.092 and was arrested. After a Motor Vehicle Breath Test Advisory at the Mounds View Police Department, FOURNIER said he did not want to speak to an Attorney and provided a DMT breath sample with a reading of.10 at 0116 hours.
