That on or about October 25, 2025, Officers with the St. Louis Park Police Department were dispatched to Kohl’s, located at 8440 Hwy. 7, in the City of St. Louis Park, County of Hennepin, State of Minnesota, on a report of theft. Upon arrival, Officers contacted Loss Prevention, who stated a white male suspect entered the store. While inside the store, the white male suspect selected 3 Fitbits. The white male suspect went to the changing room and removed the security sensors from the 3 Fitbits. The white male suspect then concealed the 3 Fitbits on his person, bypassed all points of sale without making a purchase, and exited the store.
The white male suspect left in a Black GMC Yukon with MN Plate EFN-328 (“suspect vehicle” herein). Officers ran a routine check on the suspect vehicle and discovered it had recently been associated with another theft at Kohl’s in Maple Grove. In the Maple Grove case, JAMIE MICHAEL BALFANZ (“Defendant” herein) was arrested for theft at Kohl’s. Officers compared Defendant’s DVS photo and recent booking photos to the surveillance footage of the white male suspect at the St. Louis Park Kohl’s. Officers confirmed the white male suspect at the St. Louis Park Kohl’s was Defendant.
In total, Defendant stole $479.97 worth of merchandise, which was not recovered. At present, Defendant is not in custody.
