Ousainou Darboe

On February 12, 2026, officers were dispatched to Ulta Beauty, located at 8338 Highway 7, City of St. Louis Park, Hennepin County, Minnesota, regarding a theft. Upon arrival, officers learned that a male requested multiple fragrance items from a locked display case. After an employee retrieved the items and placed them at the checkout counter, the male attempted to sign up for a loyalty account using false information. He then grabbed the items and exited the store without paying. The male was later identified as Ousainou Darboe ([DOB REDACTED], hereafter “Defendant”). Items taken included three Myslf Absolue 3.4 oz fragrances valued at $210.00 each and two Y Parfum 3.4 oz fragrances valued at $196.00 each, for a total loss of approximately $1,022.00. Officers learned that the suspect fled in a blue Hyundai Elantra bearing Minnesota license plate RWF306. Based on the matching suspect description, identical vehicle, and same license plate, officers determined the Defendant was also involved in a similar theft that occurred earlier that same day.

Database checks confirmed the Defendant’s association with the vehicle, and his physical characteristics matched those of the suspect observed in both incidents. On February 25, 2026, officers made contact with the Defendant at a residence in Maple Grove, Hennepin County, Minnesota. Officers recognized the Defendant from surveillance footage. The Defendant was advised he was not under arrest and agreed to speak with officers. During the conversation, the Defendant admitted that on February 2, 2026, he went to Ulta Beauty in Plymouth and stole cologne, and confirmed that he was the individual depicted in the surveillance images.

The Defendant is currently out of custody.
