That on March 9, 2026 at about 21:45 hours, a Minnesota State Patrol Trooper was on routine patrol when they received information of a driving complaint in the area of northbound I-494 and Bass Lake Road involving a Chevrolet Equinox with a known license plate number. The report indicated the vehicle was unable to maintain its lane and crashed into the concrete median and continued driving. Once in the area of I-694 near Hemlock Lane in Maple Grove, Hennepin County, Minnesota, the trooper observed the Chevrolet Equinox.
The trooper observed the vehicle weave over the right shoulder line and continue drifting before coming back to the right lane and continuing driving. A traffic stop was conducted on the vehicle and Matthew Duane Follmer [DOB REDACTED], "Defendant" herein, was identified as the driver. In speaking with Defendant, Defendant reported he was going home. Based on where the initial report was made and the current location of the stopped vehicle, the trooper found this to be odd as it would not be a typical route a person would take.
Defendant also noted that he had been visiting a location in Saint Paul before returning to the other side of Saint Paul. This was similarly odd as Defendant was in Maple Grove, which is relatively far from Saint Paul. Defendant also noted confusion on where he was. When asked if he crashed his vehicle on 494, Defendant replied "I hope not." The officer asked Defendant to perform field sobriety tests, which he was unable to satisfactorily perform. A preliminary breath test indicated an alcohol concentration of.000 BAC. Defendant was placed under arrest for DWI. In a search of the vehicle, a black plastic box was located under driver's seat of the vehicle.
The box contained a plastic bag containing suspected controlled substance. This substance later field tested positive as methamphetamine and weighed approximately 25.93 grams without packaging. Officers obtained a search warrant for Defendant's urine sample, and a urine sample was provided within two hours of operating the motor vehicle. Defendant has one prior qualified driving incident to include a prior impaired driving-related loss of license on January 7, 2023. Defendant is currently in custody.
