On January 20, 2026, at 0104 hours, St. Paul police officers encountered a Toyota Corolla parked and running on the side of the street with the driver’s door open and the interior dome light on near Clarence and Conway, St. Paul, Ramsey County. Officers observed Angelo Jean Claude Brasher, [DOB REDACTED], asleep behind the wheel. Officers woke him and he attempted to shut the door. Officers had to pull him from the vehicle. He smelled strong of consumed alcoholic beverage. His eyes were bloodshot and watery.
Investigation revealed that Brasher’s driving privileges were cancelled-IPS. Brasher refused field sobriety testing. He refused a preliminary breath test. Officers arrested Brasher. Officers read the breath test advisory to Brasher. He stated that he wanted to speak to an attorney. Officers provided a phone and started the attorney contact time at 0203 hours. Brasher did not contact an attorney. He made several attempted calls to family members. At 0221, officers ended his attorney time and told him that he needed to decide whether or not he would take the breath test.
Officers eventually deemed Brasher to have refused the breath test. Brasher has a prior Driving Under the Influence Conviction out of Illinois on January 12, 2024. Brasher has a pending charge of DWI Test Refusal out of Washington County, Minnesota, from April 14, 2025, with an associated Implied Consent Revocation. Brasher has a DWI arrest by the Metro Transit Police on October 21, 2025, with an associated Implied Consent Revocation.
