At around 7:00 AM on June 17, 2026, officers went to the apartment building at [ADDRESS REDACTED], St. Paul, Ramsey County on a domestic. The caller awoke to a woman screaming and a baby crying. The caller heard the woman say, “You’re crazy. Please leave me alone. I don’t want you here.” Officers went to the apartment the noise came from and contacted FSMB [DOB REDACTED] who was frightened and asked them to go away. FSMB’s face was red; she had a knot on the right side of her forehead; she had bruising on her left firearm.
FSMB repeatedly told police they have to leave or things would be worse. Officers entered and determined only FSMB and her 1-year-old child [NAME REDACTED]. The apartment was in disarray. FSMB eventually told police that she lived in the apartment with her boyfriend, the child’s father, ALI MOURED MHAMDI [DOB REDACTED]. FSMB explained she was on the computer searching for jobs for Mhamdi when she came upon conversations Mhamdi was having with another woman. FSMB confronted Mhamdi about the conversations, and Mhamdi became irritated.
Mhamdi threw toys at FSMB while she held their infant. One of the toys hit FSMB and it may have hit the infant. FSMB couldn’t get to her cell phone because she had hidden it near the front door so Mhamdi wouldn’t find it. FSMB ran into the hall and screamed for help. Mhamdi grabbed FSMB and carried her back into the apartment. FSMB ended up on the apartment floor. Mhamdi put his right arm around FSMB’s neck from behind and strangled her. Mhamdi asked, “Do you want to be choked” Mhamdi told FSMB to be quiet because she was being too loud.
The apartment door was open and a neighbor saw Mhamdi with FSMB in a chokehold, but the neighbor did nothing to help her. FSMB couldn’t breathe and began to see black spots from being choked. Mhamdi paced back and forth in the apartment looking out the window, and he told FSMB he would kill her if the police showed up. Mhamdi fled in his Chrysler Pacifica when officers arrived. When asked the BluePrint Safety questions FSMB told police that she thinks Mhamdi will kill her due to his unpredictable and volatile behavior.
FSMB said Mhamdi’s physical assaults are increasing. FSMB said Mhamdi has used a switchblade to intimidate her in the past, and she asked officers to take the knife she had hidden from Mhamdi with them. FSMB had a DANCO in place on a prior case involving Mhamdi, but she asked the court to cancel the order. Shortly before 10:00 AM, officers found Mhamdi’s Pacifica in the parking lot. Officers went to the apartment, announced their presence, and arrested Mhamdi. Mhamdi denied anything happened. He claimed he only pulled FSMB back into the apartment.
Mhamdi asked who called and who was pressing charges. Mhamdi was advised of his constitutional rights and agreed to speak to police. He said FSMB was keeping him awake, and they argued. FSMB left the apartment. Mhamdi said FSMB was banging on doors, and he left because he was afraid about a noise complaint. Mhamdi said a neighbor saw FSMB and him in the open doorway, but the neighbor did not see Mhamdi hit FSMB. Mhamdi said FSMB has mental issues from post-partum depression. Mhamdi said FSMB is suicidal and bruises easily.
